The project began in 2010 when Paramount Pictures approached Jerry Bruckheimer and Tony Scott about producing a Top Gun sequel. Cruise's character Maverick is reported to have a small role in the sequel, and Christopher McQuarrie was asked to write the script. Screenwriters on the project include Peter Craig, Justin Marks, who described the picture as a “dream project,” Ashley Edward Miller, and Zack Stentz.

In contrast to last year, when studios pushed back the release dates of their films by up to a year in the aftermath of a raging and unexpected pandemic, studios have moved their pictures forward on the release schedule in the previous few months.
The vaccine rollout is well underway, particularly in the United States, and studios are optimistic that May will mark the beginning of a return to some sort of normalcy, with Paramount's A Quiet Place: Part II set to open on May 28th.
Paramount Pictures initially planned to release Top Gun: Maverick on July 12, 2019. It was postponed to June 26, 2020, in August 2018. On March 2, 2020, Paramount announced that the picture will be released two days earlier, on June 24, 2020. The continuing COVID-19 epidemic was postponed until December 23, 2020, on April 2, 2020. The picture was again postponed in July 2020, this time to July 2, 2021, owing to schedule difficulties with Cruise and recent delays of Mulan and Tenet due to the surge of COVID-19 cases.
The film was once again postponed until November 19, 2021, in April 2021, amid Paramount's changing of release dates with Mission: Impossible 7, another Cruise picture, which was pushed back to May 27, 2022. The film's distribution rights have apparently been attempted to be purchased by Netflix and Apple TV+, but Paramount has refused to sell them. So instead, 45 days after its theatrical debut, it will be streamed on Paramount+.
