After 18 months of the death of Zhaban, partner of Jean-Luc Picard, Picard visits his old friend and bartender Guinan to discuss his life-long avoidance of romantic relationships . Captain Chris Rios and Dr. Agnes Jurati of the USS Stargazer investigate that broadcasts a request to negotiate membership in the Federation with Picard in deep space. They are joined by Seven of Nine, a vigilante piloting Rios's old ship La Sirena, and a fleet of starships, including the USS Excelsior, which is commanded by Elnor and Picard's former first officer Raffi Musiker. When Picard reaches, a Borg ship emerges from the disturbance, transferring their Queen to the Stargazer.
Picard learns from Q that he and his companions are in an alternate timeline where humanity has formed Picard, the Confederation's greatest military commander, has been granted the honor of executing the last Borg Queen by Seven of Nine, who is the President of the Confederation and married to the Magistrate. The group reunite and learn from the Borg Queen that they can prevent the Confederation's formation by travelling to Los Angeles in 2024, which they can only do with the Queen's help. Agnes, Raffi, and Elnor take control of communication and transporter systems in Confederation headquarters.
Seven diverts the Magistrate's attention for long enough for the group to overpower and murder him and his officers. The ship is attacked, and the Queen takes advantage of the situation to connect directly to the ship's computers. She demolishes their pursuers and slingshots the ship around the sun, creating a loop to the year 2024. She tells Picard that they must go to Los Angeles to find “The Watcher,” who knows what Q changed to cause the new timeline. The ship crashes, Rios' transporter fails, and he is badly injured, waking up in a clinic that secretly treats undocumented immigrants.
Picard and Agnes learn from Agnes' connection to the Queen that the change in the timeline they must prevent in order to avoid the Confederation's dark future will occur in three days, on April 15, 2024. Picard transports to the location Agnes learned from the Queen and finds a younger version of Guinan who does not know him and is planning to leave Earth after becoming disillusioned with humanity. After his failure, Soong returns home to find that Kore has deleted his digital files, though he still has a physical file labelled “Project Khan”. Wesley Crusher recruits Kore to join the Travelers, while Rios chooses to stay in the past with Teresa. Q and Picard discuss the trial's purpose: Picard, Q hopes, has learned to let go of the past and accept love.
Q then uses his final remaining power to transport Picard, Seven, and Raffi back to the Stargazer in their own timeline, where Elnor is still alive. Picard recognises this Borg Queen as Agnes, whose collective has discovered a new trans-warp conduit and offers to monitor it as provisional Federation members. Picard returns to his chateau after reuniting with the older Guinan and learning about Rios's life in the twenty-first century, and asks Laris for a second chance at being together.
