Dick returns to Gotham City after learning of Jason’s death at the hands of the Joker. Jason had been working with chemistry equipment that had been used to make an unnamed narcotic, he discovers. When Dick reunites with Bruce and Police Commissioner Barbara Gordon, he begins to wonder about Bruce’s mental health in the aftermath of Jason’s death.
Kory, Gar, Conner, and Dawn arrive at the team’s new headquarters in Wayne Manor to assist Dick in his efforts to safeguard Gotham. Despite his feelings for Dawn, Hank also joins the group. A unknown stranger extorts Gotham’s crime bosses into becoming their enforcer in Bruce’s absence.
Jason lures Hank into a trap by implanting an explosive device in his chest. Jason promises to disarm the device if the Titans steal gold bars being delivered to a bank as Hank’s heartbeats bring it closer to detonating. Dick realises that the device was constructed by Bruce after declining Jason’s demand.
Dick assigns Conner the task of building a deactivator using the device’s schematics. Dawn, on the other hand, steals the gold bars after rekindling her friendship with Hank. Dawn and Jason meet in a remote area, where Jason blackmails her into saving Hank by shooting him with a gun he gives. As Conner arrives too late to use his deactivator, Dawn pulls the trigger, but the gun instead detonates the device.
Dawn departs the Titans in the aftermath of Hank’s death. After Jason orders Crane’s assassination, he is evacuated from Arkham, but Dick kidnaps him during his transit to a new jail. Dick adds that he knows Crane influenced Jason into becoming Red Hood while transporting him to the cabin where he trained.
Jason gets nightmares about an ominous message from Donna three months before he frees Crane. In response, Bruce has Jason undergo therapy with Leslie Thompkins, a former Crane colleague. When Jason discovers Bruce’s plan to depose him as Robin, he agrees to assist Crane in exchange for a medicine that will make him fearless. Crane gets Jason resurrected using a Lazarus Pit and prepares a toxin to control him as Red Hood after manipulating him into being slain by the Joker.
Dick and Barbara, who are romantically involved, commit a series of museum heists six years before the present. As a result of the robberies, they are forced to fight the assassin Lady Vic, and mistakenly kill her partner. Crane has Lady Vic steal a medical equipment that will quickly distribute his drug in the present. Jason defies Crane’s authority by distributing the narcotic to street thugs, sparking a rash of violence.
Crane gets Jason drugged because he recognises Jason’s dread of Dick. When Crane uses her picture to break into the system, Barbara deactivates the computer Oracle, which Dick persuades her to utilise. Kory and Blackfire pay a visit to crime boss Valeska Nox, who offers to reveal Crane’s whereabouts in exchange for the return of her son Michael.
Conner and Blackfire try to help Kory with new visions she’s having after a sexual experience. Jason turns on Crane since he doesn’t have any medicines to keep him under control. Tim arrives at Wayne Manor, having uncovered Dick’s secret identity, in a fruitless attempt to become the next Robin. While Crane surreptitiously overhears their chat, a repentant Jason contacts Dick to surrender himself and Crane to a condemned pumping station.
