On July 20, 1988, Julianne Alexandra Hough was born in Orem, Utah. Marianne and Bruce Hough are the parents of her five siblings.

Her grandparents were all professional dancers, as were her aunts and uncles. Orem's Center Stage Performing Arts Studio provided Hough with her initial instruction.

At the age of nine, she began competing in dance competitions.

Hough and her brother Derek (who is also a professional dancer and regularly performs with her) began studying dance in London when they were 10 years old, following their parents' divorce.

At the Italia Conti Academy of Theatre Arts, they lived and studied with their coaches Corky and Shirley Ballas. They competed in dance contests in the United Kingdom and were featured on a television show in the United Kingdom.
