So, what exactly occurred? In the summer of 1993, Martin kidnapped Kate. Kate was able to flee in 1994. Martin, however, was later slain in a gunfight with police. That showdown has yet to be seen in the series, but it is alluded to in passing.
That's why Martin arrives very briefly in the 1994 timeline and never appears in 1995. That's also why you probably forgot what happened to Martin. With all of the drama surrounding Kate, Jeanette (Chiara Aurelia), and their numerous challenges, it's easy to overlook passing remarks about the show's true villain.
There are many unanswered mysteries in Cruel Summer, but one thing is certain: Kate Wallis' kidnapper is Skylin High's new assistant principal, Martin Harris. Martin appears in the show's 1993 chronology, although he is obviously absent in 1994 and 1995.

At the end of the first episode, we learn that Kate, who had gone missing nearly a year before, was discovered in July 1994. Jeannette Turner and her family are watching the news when they learn that after Kate was freed, “her abductor [was] killed in a deadly shoot out.”
It's worth noting that the news at the time referred to Martin as Kate's “alleged kidnapper,” which could indicate that there's more to the story. Of course, Kate refers to Martin as her abductor several times throughout the series, and we get flashbacks of Martin in the basement with Kate, so we know he was involved.

Martin's death is frequently mentioned throughout the episodes, with Kate declaring Martin is “burning in hell” in episode two. Kate even visits and ruins his tomb in episode five.
So, for the first time in Cruel Summer, it appears that we have an open and closed case. Martin was killed in a gunfight with police after Kate was rescued in 1994. As of yet, we haven't seen much of the initial kidnapping or rescue, but we may see more as the story progresses.
