According to a March 2016 report, Rockstar visited the Japanese capital as part of a reference trip for a game titled GTA: Tokyo that was released several years earlier.
Ultimately, the concept for the game was scrapped, but not before the studio conducted interviews with residents, took photographs, and tried to get a sense of the city before embarking on that particular gaming journey.
According to the source, Rockstar was “dedicated” to developing a game with a Japanese setting and even went so far as to trademark the names GTA: Tokyo, GTA: Bogota, and, more mysteriously, GTA: Sin City in 2003, to demonstrate their commitment. According to a leak by Reddit in 2020, the film would be set in the 1970s/80s and feature a single, male protagonist who is an up-and-coming drug lord-want to be named “Ricardo,” who would be the main character. The story also includes the appearance of another significant character named “Kacey.”
According to the leak, you'll start out as a grunt who is involved in the smuggling of cocaine from Vice City to the new largely South American area before making contacts with long-time drug lords and working your way up the ranks, with the story taking place across several cities throughout the world.
