Charles Allan Hill was born on July 6, 1951, in Detroit, Michigan, to Eileen and Norbert. Jimmy was his brother, and they were close. In 1962, Charles Allan Hill moved to the Oneida Indian reservation with his family after his parents had moved there.

After graduating from West De Pere High School in 1969, he continued his education at the University of Wisconsin–Madison, where he majored in speech and theatre and was a member of the Broom Street Theatre Group. He went on to have a successful career in the entertainment industry.

After graduating from college, Hill moved to Los Angeles and began a career as an actor and comedian in the entertainment industry. During the 1970s, he participated as a company member in Hanay Geiogomah's Native American Theatre Group. In addition to performing in Germany, the band gave performances of “Coyote Tracks” and “Foghorn” at the La MaMa Experimental Theatre Club in Manhattan. In 1973, and then in the United States the year after that.
