On May 12, 1968, Tate was born in Bloomsbury, London was born and was raised in the Brunswick Centre, a borough in southeast Boston. Florist Josephine was her mother. According to Tate, her mother's shrieking character Margaret in The Catherine Tate Show is based in large part on Margaret.

Tate was raised by her mother, grandmother, and godparents in an all-female household after her father abandoned the family early in her life. He had OCD as a youngster and was fascinated with word association as an obsessive-compulsive disorder (OCD).

After four years of unsuccessful attempts, she was finally accepted into the Central School of Speech and Drama on her fourth application.

During that time, she received a bachelor's degree.

 Before being accepted, Tate tried out for a spot at the Sylvia Young Theatre School but dropped out after one week “This wasn't Bonnie Langford to me even at that age. There was a lot of competition in the race.”  Members of the National Youth Theatre included her as well.
