Their agreement with each other was insufficient to get them married because their religions required them to act in certain ways. Citra requested that Sam convert to Islam as a condition of their marriage. She argued that her family would want him to convert and that if she married him without it, they would come to the United States and return her to Indonesia.
Sam was raised by a Christian mother but later became an agnostic due to his father's influence. His father believed in aliens, which Sam initially dismissed as ridiculous but eventually came to believe after witnessing a UFO. He was apprehensive to convert since he wasn't sure he could do justice to a faith he didn't fully understand.

Episode 12 of Season 10 of 90 Day Fiancé witnessed Sam's agreement to convert for Citra. He even took Citra to see his Christian mother, who was pleased with their marriage but disapproved of his conversion.
